Matt Shelby is Chief Development Officer at Avports (formerly Pan Am World Services), America’s most experienced airport operator and manager.
With 2 decades of experience leading airport real estate and development projects and airport PPP initiatives for several US major airlines, Matt joined the Avports team in 2022 to grow the overall location and partner portfolio and drive broader brand awareness of Avports leading management and development services.
Matt represented United Airlines during the SJU privatization under the FAA Pilot Program and the LGA CTB project as well as Alaska Airlines efforts to launch service at PAE with P3 developer Propeller Airports, an organization for which he later consulted. A licensed attorney, his airport relations and public-private partnership (P3) experience span more than 15 years. Matt holds a bachelor’s degree in business and a law degree from the University of Memphis.
